If you are using vdesks, then David's explanation is the
most likely cause.
If it cannot be prevented, there are workarounds...

You could use the autorun feature
-- Help, Index "auto run when a window opens".
Make a new command list called maybe Autorun.

Make an item in it with one of these as the Name:
#=powerpro [# hits dialogs only -- affects the Message command,
the messagebox function, debug, and all the input dialogs]
PowerPro Debug [to only affect the debug window]
=powerpro [affects all PowerPro windows including dialogs]
$=powerpro [$ affects all windows except dialogs, which is
not useful in the case of PowerPro's windows]

Left command: Window Center autorun
Maybe also in More commands: Window ontop autorun

Then in pproconf, Command Lists, Setup, Special Lists,
in the text box labelled
"Open: Use this list to run commands when a new window opens"
select the name of the new command list such as Autorun.
