Would it be dangerous for a plugin service to assume that it is being 
referred to a standard Windows control and trying to determine the 
information anyway?

If the worst possible outcome is that the service won't return any 
information (or -1 to signify that it didn't succeed) then such a 
service could still be quite useful.
