I'm not sure what c:// really means, however, it's hard-coded in PP. I
recalled, after reading this post, that I used to see c:// as
currentdir when I was on the window of PP's console plugin that you
can find in the Files section. And, I think you've seen c:// while
PP's Debug window is active.
