Note: While investigating this situation, I found a bug in code
which centers icons on button. Please download revised beta 4.3.10c
for a fix.

Allowing 1 pixel height for these types of bars was an unintended
side effect of a change I made in the past to allow small bar
sizes.

A quick way to fix is to define a hot key with the command
win.size("yourbarname",100,50)

Another way to fix is to open pproconf, change bar position to
floating, check bar size from sum of buttons, press apply, uncheck
bar size from sume of buttons, drag bar height to desired, press OK,
then ctrl-right click on bar and reset position to top (full screen).

Anyway,

For bars with the (full screen) edge positions (and floating bars),
and for these bar positions only, the dimensions set by dragging the
3d edges overrule the button heights.

So in your case, one solution would be to set the button height to
say 52 (for a little margin on the bar icon height of 48) then close
configuration, then drag bar height to desired look using 3d edge,
then ctrl-right click on bar and uncheck 3d sizing from "look"
submenu.

A totally different solution would be to keep the 3d look but use
the top edge (current size) position, since for this position the 3d
edge is not draggable. To follow this solution, set the bar
position to floating and drag the edges to desired dimensions (full
screen across, desired height). Then set position to top edge,
current size).
