Start program pproconf.exe directly and change the options (there may be a desktop icon or you can access from start menu as PowerPro|Configure). It will work with default pproconf.pcf. The above shoudl work fine but also note that, if the bar does show, it is not supposed to hide while the mouse if over it so you should also be able to ctrl-right click it then.
