There is a built-in tool in system32 folder, cacls.exe, well at least
in WinXP. And MS provides a few other reskit tools. But, if your
target user's PProFolder resides in a NTFS volume, I think it's more
effective to use junction. MiscPlugin has a service to create/delete a
junction.
