I found one pointer I wasn't sanity checking in one of the failure
branches for crypto.login.  Try 0.97, lemme know

Again, this falls into "can't possibly be the problem" category, but:
cryptow uses 

advapi32.dll (5.0.2195.7038 on my machine)
which in turns depends on
rpcrt4.dll (5.0.2195.7020 on my machine)

I assume you have both.  I think they're core win32 dlls, so can't
imagine you don't.

On XP there are 

"Cryptographic Services" service
"IPSEC Services" service
"Security Accounts Manager" service

All running, I assume.  I can't imagine they have anything to do with
anything, but checking anyway
