What about automated approach... May be to use script or macros,
search quoted strings, replace them to variables and move strings and
associated variables to one place. But not all strings must be
replaced...

At least, I suppose, strings for menu (for bars, notes, virtual
desktop arrange) are in one place and you can replace them.
