This is documented in the help (it says imported hot keys supplement 
existing ones in the pcf and, if you are importing with powerpro.exe 
importhot command, any existing text keys are replaced for an 
import).

Not sure what you mean by duplicate.  If you mean just the key is the 
same, but the command is different, this is not really a duplicate as  
PowerPro allows two different commands for the same hot key.  If you 
meant the key and command (and maybe target) are the same, I could add 
a filter to ignore these.
