Its not that smart. It uses one color scheme for the whole bar: the toolbar theme (not the taskbar one, which I cannot access anyway). What I think I will do is make it easier to specify a hot (hover) color and a press color using the pcf for the whole bar (you'll still need skins for button by button). Also allow option to have rounded highlight for selected button.
