I found the reason. It was an event in the scheduler section of the PowerPro configuration. A DEAKTIVATED event had an interval of 5 minutes and so the pproconf.pcf got an update every 5 minutes. PowerPro does not skip this entry completely but only the commands of this deactivated event.
I also got confirmed as stated here already that the pproconf.pcf gets other updates. For instance when I open a bar for the first time. Can this be stopped or even all writes to the pproconf.pcf as long as PowerPro is not shutting down or a *Timer Autosave is due?
