Hi. For your first item in the bar's command list, use: *format contextif (not(caption == "" or caption =="program manager"))
You may have to add other captions to the list, for which the caption bar should not be shown. A more elegant way would be to check if the active window has a title bar. If the above doesn't work for you, ask again and I'm sure someone will post the right expression to use.
