YOu are correct, the jpeg converter bjuilt into PowerPro is very old.  
This won't be changing, I am afraid.

An alternative approach would be to use a script and a command line 
jpeg converter  to convert the file you want to use for wallpaper to a 
standard file name and set windows to display that name.
