Now that I have installed with my configurations in the user area,
it's behaving even weirder. If I set up a button to run cmd.exe, and
leave "run as normal" unchecked, it runs a command prompt window, in
admin mode. If I then check the "run as normal" checkbox, it displays:
  Unable to run as normal user
  cmd.exe
  The system cannot find the file specified.

If I set up the button to run "%SystemRoot%\system32\cmd.exe", then it
will run whether I check run as normal or not, but it always runs as
admin.

This happens with my own conf file, and with a copy of the default
configuration, as installed to C:\Program Files\PowerPro, and then
copied to C:\User\mylogin\AppData\Roaming\PowerPro.

I'm using cmd.exe as a test because it's easy to tell whether it's
running as admin or not, it says so in the title bar.

I'm running vista 64 home premium.

To summarize: 
 a) when installed to a common directory, the "run as normal user"
checkbox behaves backwards when running cmd.exe. 
 b) When installed to a user directory, launching cmd.exe works fine
when running as admin, but when run as normal, it can't find cmd.exe.
 c) When installed to a user directory, launching
"%SystemRoot%\system32\cmd.exe" always runs as admin.
