[power-pro] Background image vs color

If a command list item specifies "Own background" (i.e., color)
shouldn't that background be applied to the item even if there is a
background image or default image for the bar or menu? Its not
happening. "Own text color" works but not "Own background". Ditto for
cl commands to set same.
