Except by using the MS AppLocale utility (which only works on XP and
above, and didn't even exist before 2003) the user has to reboot to
change code pages. So I think is safe to assume that you can check
once (and document that if, for some reason, the user changes code
pages for Powerpro with AppLocale, they should restart Powerpro.
