Just type it what you want to the interval box, like
1 hour 30 minutes
See help, intervals:

You can also enter an interval of months, hours, days, minutes using numbers
and words, like 3 months 2 days or 1 day 5 hours 4 minutes. Only the first two
characters of the word need be specified.

Well maybe, but it does seem like just a nice to have.

Relative to what?

PowerPro uses common code for running and entering info, and its not clear to
me that "relative path" has the same meaning in all circumstances. The current
folder when you enter a command is not likley to the the current folder when
you run it. So I am not sure how this would work.

I don't really understand what you are asking for or what rules pstart uses to
relativize.
