Just to follow up on this: If I "Disable display scaling on high DPI settings" in the powerpro.exe compatibility settings I don't seem to experience the issue. My use case is on laptops that, when docked, are using monitors at 1920x1200 and using higher dpi scaling (200%?) so fonts aren't so small (some use the "XP style scaling" checkbox, some don't), and when undocked the laptops run at other resolutions (ie: 1280x1024) and use a different dpi scaling factor (125%?). I will have to investigate how to get the ppro bar to look right (icon and font sizes) and not be lost off screen (if a floating bar) when the resolution changes.
