I believe they're trying to put a password onto the configuration of 
powerpro.

I believe just the act of executing powerpro requires write access to 
the .pcf file. That being said if you try disabling the errors as Bruce 
recommended and use NTFS persmissions you might be able to get a 
situation working that would restrict modification of the .pcf file to 
only a specific account.

Setup read access on the .pcf file to all accounts that run powerpro. 
Only have write access to the .pcf file for one user that will be the 
person changing the .pcf file.
