Right, but what about just removing or hidng the pproconf.exe program?  Will 
that accomplish somethings.  May also want to uncheck "ctrl-rght click on bar 
shows configuration" in advanced config.  

Of course, can still create new config with cl commands; I don't know how 
sophisticated the users are.

I think you have to be doing something that affects the config, although there 
are possibly unexpected things that do that
- execute an alarm means the next ring time needs to be updated (or removed if 
no more)
- store a timer
- chagge the look of a bar
- change the look of run box
etc.
