I believe win versions Vista onward have voice command support built in. XP and previous off the shelf lacks the layer that would allow one to train system to recognise your voice http://www.microsoft.com/enable/training/windowsvista/srtrain.aspx and keep a dictionary of recognisable words. You need a complex third party layer on top of what's available in XP and earlier to do all that. I don't know of any such layer available for free, and without it, no voice recognition, I'm afraid.
