C3 218.7ms (100.0%)

You're not going to save any more power by trying to
extend C3 from 218ms to something longer.

Probably Windows is turning off some harware that Linux
is too dumb to turn off.  First guess is the wireless card.
If you're feeling adventurous, go ahead an physically
remove it and do another comparison.

BTW. how did you mesure the 7W on Windows, and what version of Windows?
