that may not be possible to fix

high amounts of irq's from key/mouse/touchpad are generated by the hardware when
you use them. You can't really stop using the keyboard. You could try to stop
using the touchpad and mouse, and see if that significantly reduces the amount 
of
irqs.

It may be the case that the windows drivers for your touchpad/mouse etc. put the
hardware into a battery saving mode. In that case, we can't fix anything unless 
we
have the hardware specs either...
