I think you're misunderstanding how turbo works then....

turbo is variable headroom frequency, but it's not guaranteed.
So to not confuse older OSes, it's advertized as 1 Mhz more than the highest 
guaranteed frequency...

... but what you actually get is quite a bit more, at least 1 and often more 
bus multiplier steps....
