this is a really hard question without an easy answer to be honest. you can't measure this, the best one can do is make a very high level model based on several inputs, and then hope it's somewhat resembling reality. (inputs like "how long does it run" "how often does it wake up" "does it cause other activity" "does it keep devices busy" etc) I'd love to start building such a model, even if it's on somewhat abstract hardware.... but it's not an easy thing to do.
