You should check out the powerscope, written by Jason Flinn. Essentially its
a statistical sampling profiler which accounts power (as well as time, etc).
Other OS research projects have built models similar to what Arjan suggests.
Ecosystem was a simple one based on state transitions, and my Koala work
 uses a similar model for predicting DVFS behaviour.
