And that's probably a good thing. Presentation should probably be as aggressive
as possible, ultimately.
However I'm wondering whether it might make sense to apply the
"slowly cooked frog" methodology here:
if powertop initially displays all devices as 100% due to a very aggressive
strategy, this might put off some people from trying to fix _any_
of the remaining problematic components of the Linux environment
in their system since the situation seems hopeless
(as opposed to a relaxed mode where _almost_ all devices show a suitable power
status _except_ for some two or three "black sheep" and thus people have
an itch to scratch - and then later once all devices have sufficient
support, i.e. satisfying this more _relaxed_ powertop presentation policy,
start introducing further powertop refinements which again make the
weaker driver parts of the system stand out and get fixed again).

Or alternatively make powertop support such a fine-grained display
of various power management driver behaviour details that it's obvious
which driver needs the most love.

Just an idea,
