Yep. Almost certainly it's a termination problem when a SCSI chain works 
properly when an external device is added, and stops when it's removed.

Boot from a disk tools floppy; I'll bet the HDD doesn't show then either.

What brand/model is the drive? You can usually look up the drives on the 
manufacturer home page to determine settings.
