Sounds like "memory effect." You need to get the battery drained of nearly all its power before recharging it full, and if you can't do it on the PB try this trick: get an automobile tail light bulb (12 volts, 5/15 Watts), a metal bulb holder that bayonet locks the bulb in place. Have a technician or hobbyist solder two hookup wires to the holder's terminals, stripping the other end to expose the wiring. Connect the wires to the battery's electrical contact (it doesn't matter which polarity) and watch the bulb light up. Wait until the bulb filaments glow dim then recharge the battery.
