My GURU 2.9 says, under Macintosh PowerBook 1400cs/117 (this being my
base unit), Memory tab, 56MB selected:

8MB in Apple slot
1 PB1400-24M
1 PB1400-16M
__ or __
8MB in Apple slot
1 PB1400-48M

I don't know where you're getting the pairing bit from.
