98 lite (i think the page is www.98lite.net) is basically win98se that you
can strip down to bare essentials (e.g., you can take Internet Explorer out
of the OS and use it as a regular component or install a different browser.)
I don't know about changing the 98 shell for the 95 shell; I know you could
switch 95's for 3.1/3.11 but I don't know if that's the case for 98/95. You
may want to check http://www.annoyances.org for that.
