I'm running 8.1 on that 540c (the one with the 166.67 MHz processor card). I 
have two other 540cs with Apple PPC upgrade cards (100 MHz).

The processor card is a NewerTech. These were made in 116.67 MHz (3.5 X clock 
multiplier), 133.33 MHz (4 X clock multiplier) and 166.67 MHz (5 X clock 
multiplier) models, and I would guess that these could also have been made in 
100.00 MHz (3 X clock multiplier) and 150.00 MHz (4.5 X clock multiplier) 
models.

My 166.67 MHz model was made without any on-card RAM. There are unstuffed 
pads for 4, 8 and possibly 16 MB of RAM. This means my machine has only 32 MB 
of RAM.

The cards are designed so that they default to 116.67 MHz unless and until 
the NewerTech control panel is installed and activated, after which time the 
processor will run at full speed.

These NewerTech cards install just like any other processor upgrade would be.

I would go with MacOS 7.6.1 or later on all PB5xx machines.
