Try these suggestions.

* Find the reset button on the back and hold that in until the system resets,
then power up again (if needed) and see if it will shut down. It's between
the modem and printer ports on the back.

* Eject the battery, leaving the system running only on AC. Shut down and
when the system goes to restart, pull the plug so that the system is totally
powered off (the system should be relatively quiescent, so this shouldn't
damage anything). Now plug the AC back in and start the machine up if needed.
As it starts up, hold down Command-Option-P-R to zap PRAM (must do this before
or within 5-10 seconds of the startup 'bong'). The startup sound should chime
again if you did it right. Now power the system back up if needed, and see
if you can shut down. If Command-Option-P-R put the system to sleep, press
the reset button *first*, and then power up.

If these don't work, I start suspecting a hardware fault next.
