When I purchased my 3400/200 w/ 16MB Ram, it had a
2gig disk in it.  THe disk was damaged in the machines
rough shipment to me, however, so I don't know what OS
was installed when it arived at my door.

I immediately dropped a 64mb chip in bringing it up to
80MB of RAM.

I put a 2gb Toshiba drive in it that I had laying
around and loaded it up with 8.1  It ran pretty well
like that for a little while.  It did occasionally
lock up on me which could be frustrating at times.

Shortly after, I bought a 10gb drive (for the price,
I'd look for at least a 20gb now...) and loaded it up
with 8.6  Aside from a few power problems that were
casued by an old PRAM battery I replaced, it has run
perfectly and reliably for me ever since.

I do have a full version OS 9 CD that I've been
considering installing... (There's a couple of OS 9
software apps I want to run that won't work under 8.6)
But I haven't upgraded it yet.  I have no doubt it
will be fine.

I'd say your upgrade plan should include a RAM upgrade
(do this first as it opens the opportunities for
flavors of OS to run), a new Hard Drive and an OS
upgrade (8.6 or 9 will likely be perfect for you
depending on what you want to use the PB for), and put
a PRAM battery in it (unless you know that it was
recently changed. - otherwise, you may as well just
replace it. They are cheap and easy to do if you've
got the machine torn down for inserting RAM or
replacing the drive.

The only other snag I ran into was that I installed
8.6 from a Wallstreet OS recovery CD...  The OS worked
fine, but I didn't get the extension I needed for the
shared NIC/Modem port that the 3400 has.  I needed
that port to work since I have a cable modem internet
connection at home.  I downloaded the extension form
Apple's website and installed it and it worked well...
Other than that, it's been smooth sailing.
