Well, it does sound like a power board problem, but try this... Remove the bettery and leave it just plugged into AC Power.
Press and hold the reset button in for about 1-2minutes. When you let go, it should attempt to start the system. If it doesn't, try to start it with the Start Button. Before it boots up, zap the PRAM about half a dozen times, then let it come up... Once it's up, insert the battery again. Will that do anything at all for you?
