The power on the plug is this:

tip    = not connected 
ring   = negative 
sleeve = positive 
shell  = negative  (don't confuse sleeve and shell!)

The plug is very similar to a standard 1/8 inch stereo plug. But the
outside shell is connected to the center conductor (ring) and NOT to
the longer shank which I called the "sleeve".
Therefore, you should not measure any voltage where you say you did
your measuring. It is not easy to probe with voltmeter test leads, in
fact, impossible. You need to connect some carefully designed little
wires to your test probes to stick in the plug.
