If they are all the same (same value AND location) then it may be hard-coded
in the ROM, the only way of checking for certain would be to change the ROM
chips over.

NB there is a utility called GetRom used to make ROM images for emulators,
run this on both boards and compare the output files, if the checksums match
then the problem is not in the ROM.
