Modem.  Pretty much any ISP can.  Most will "require" 9.1 or 
something but that's just plain cussid laziness.  Any dialup provider 
supports PPP which can be handled by most Macs and Mac OS versions 
from 7.0 and up (and earlier but it gets messier).

OS 8.5 and up are PPC only so the only way to run it on a PB520 is to 
get a PPC upgrade.
