If you can startup from a floppy or other means, can you see the 
enabler file in the System Folder (if applicable, System 7.5.3? and 
later don't use one)?

At any rate if you weren't the one who installed the OS originally you 
may want to nuke and pave, to get a well-running baseline. Turning off 
the 040 cache should never cause this --- otherwise it'd be a 
way-too-easy trap. Something else afoot.
