Drew is absolutely right about the lack of oomph being an impediment. But just to be clear, SCSI Manager 4.3 isn't strictly required to enable the burning of CDs. As long as you don't mind recording at 1x or 2x, and leaving the machine alone while it burns away, you can use any '030 Mac. This includes models like the PB140, the SE/30, and the IIsi. I've burned CDs with the 140 and 540c with no problem, using Toast 3.5.x. Just don't get greedy about speed, or you'll create lots of coasters.
