That seems fast to me. I have both a 33mhz and 100mhzPPC 520c, and on 
both of them iCab usually shows between 16 - 25 k/sec for download 
speeds. That's through Earthlink DSL and Linksys router. I only get 
about 70-80 k/sec from both my iMac 800 and the Pismo 500.
