No.  That information is incomplete.

What it should say is that you can install the screen from a _5300c_ 
in a 190cs.  This will not increase your color palette (still limited 
to 256 colors), but it will make the screen prettier, faster at 
"refreshing", and have a wider viewing angle.  When you read "active 
matrix display" in reference to the 5300 series, it almost always 
means the "c" type display.

You can install the video card from a 5300 in order to use an 
external monitor.  The video card has absolutely no bearing 
whatsoever on the internal display, number of colors on the lcd, or 
the resolution of the lcd.

The screen from a 5300ce WILL NOT work in a 190 of any variety. 
Heck, even some 5300c's can't use the ce display.

The CE display REQUIRES 1MB of VRAM on the logic board.  No 190cs has 
1MB of VRAM.  VRAM is non-upgradeable.

You probably won't hurt your 190cs or ce display if you try to 
install it anyway.  It just won't work right.

There is a lot of incorrect info out there about screen 
interchangeability on the 190/5300 line.  The long and short of it is 
that the ce display ONLY works on certain 5300c logic boards.  Of 
course, it also works on the ce logic board...  I know of no stock, 
original cs that will work with the ce display.  No 190 will work 
with the ce display.  The c display will work on every machine  in 
the line.  The cs display will work on every machine (though I'm 
curious on how it works on machines with 1MB of VRAM).  The 
grey-scale display also works across the line.
