I'm just getting into the Macintosh platform, so please be patient with me. :)~ How do I get the double-tap and tap-drag options to come up for the touch pad on a PB5300c? I am running OS 8.1 (fresh install). The options are the same as when System 5.3.2 was installed. I have a PB3400c with the same OS (8.1-fresh install) that has the double-tap and tap-drag options. Is there a difference between a PB3400c touchpad and the PB5300c touchpad? Or am I just missing a driver/init somewhere?

The 5300 does not have a "tapable" trackpad. Upgrading your system software won't help. You can get that functionality by upgrading the trackpad (swap the trackpad in the 5300 for the one in the PowerBook 190) which works fantastically. I've done this myself with great results. I've recommended that other people do it as well, and they have so far agreed that it has been a worthwhile project.
You can emulate a tapable trackpad by installing the software "ClickPad II." I'm not so fond of it as I found the software inconsistent. Others on this list are very satisfied with it. You can probably find the current version on VersionTracker. Go to <http://www.versiontracker.com/macos/> and do a search for ClickPad II.
