Regarding the pauses, is your machine networked? I had problems with my 1400
every once in a while. It had to do with the machine looking to connect with
another machine that it was linked to before. The AppleTalk connection kept
looking for the missing server. I think there is a folder marked "Servers"
in you System Folder. This folder should be empty unless you're actually
connected to another machine or are set to automatically connect to a
server. Try emptying the folder and restarting. this should clear up your
problem. Also turn off your networking controls unless you're on one.

If 8.6 or 8.1 doesn't have the folder then try deleting you AppleTalk pref.
file and see if this helps.
