I just acquired a PB 3400c which has 16MB of built-in RAM...

How did you even manage to install 8.6 with just 16MB of RAM???
I was under the impression that the installer refuses to install if you don't have at least 24MB of physical RAM _AND_ have VM turned on and set to 32MB...
In any case, back off of 8.6 with just 16MB of RAM. Go back to 7.6.1 or 8.1. And Cyberdog is hardly the fastest browser out there. If you can live with IE, it's pretty good. Getting more RAM is an eventual necessity, though.
