What matters is not that it's a windows monitor, but if it's multi-sync or not. I'm fairly certain that your monitor with work with the IIc and a S-VGA to DB-14 converter. However, I'm not sure if you'd get a) maximum resolution (depends on amount of VRAM), and b) the ability to switch resolutions.
