As a general rule, 8.6 will be faster. But 9.1 can hang in the ballpark if you strip out all the unnecessary extensions and don't use VM. I find OS 9 entirely acceptable on a 3400/240/144, but no way would I ever try to run it on a stock 1400 or any 5300.
