I have owned a 540c, 1400cs and currently 2 280c's. And I would have to
say that out of all of them the 1400 had the best keyboard..
While the 540 wasn't bad and those of the 280c's are horrible. I'm
hoping the keyboard on my 2300c on the way in the mail will be better....

The 1400 keyboard was great - nice feeling, good spring reaction (for lack of a better term) to the keys, and that thick backing plate ensured there wasn't any flex when you pounded away on the next great novel or college paper. It might still be the best PowerBook keyboard ever.
