My Zip drive expansion-bay modules have always worked flawlessly in several PowerBook 
3400c's.  A quick check of Extension Folders has found Iomega Driver 6.0.6, dated 
1999, which presumably was installed along with OS 9.1.  You may wish to try one or 
more of the following:
1.  Trash the Iomega Driver Preference file from the Preference folder.
2.  Reset the PRAM several times, which sometimes helps with the operation of hardware 
devices.
3.  Download and install IomegaWare package 4.0.2, the latest from 
<http://www.iomega.com>.

I do not see why (3) would be necessary, but you never know.
