A lot depends on just how much "laziness" you're willing to accept with the computer in question. For the best OS X experience, you need a fast processor and a supported video system. The first PowerBook which runs X with any snappiness to it is a Pismo, which can be run well in X even without a processor upgrade. I can tolerate a WS in Jaguar, but it's not a speed demon by any means. You still have slow graphics and a 66 MHz bus to contend with.
As I recall, Dan and I (I'm not picking on Dan, just making a point) debated several months ago on how suitable the 3400c was for OS 9. It was just fine to me, but too slow for him--the 603e processor does lag sometimes even in OS 9. What I would suggest is that anyone trying to figure out what OS to run on their machine should experiment and see what's acceptable to them. A WS can run 10.2 and even 10.3, but it's dramatically faster running OS 9. For that matter, I installed 10.1.4 on my 3400c last weekend, just out of curiosity. Trust me, you wouldn't want to have to actually use a 3400 in OS X. Snails move faster than the Aqua GUI on a 603e and a circa 1996 graphics chip.
